There are two parts to this item, each making up exactly half of the
weight. The wrist weight give the character a penalty to Strength, while the ankle
weight give the character a penalty to Speed. A full set of weights (ankle and wrists)
is needed to gain the equipment bonus to Learn checks.
Type I: The character suffers a -5 penalty to strength and/or speed.
If the character has a Strength of 20, the type I weight does not
count towards his maximum carrying capacity.
Type II: The character suffers a -10 penalty to strength and/or speed.
If the character has a Strength of 30, the type I weight does not
count towards his maximum carrying capacity.
Type III: The character suffers a -15 penalty to strength and/or speed.
If the character has a Strength of 40, the type I weight does not
count towards his maximum carrying capacity.
Type IV: The character suffers a -20 penalty to strength and/or speed.
If the character has a Strength of 50, the type I weight does not
count towards his maximum carrying capacity.
Type V: The character suffers a -25 penalty to strength and/or speed.
If the character has a Strength of 60, the type I weight does not
count towards his maximum carrying capacity.
