This forbidden and dangerous technique creates a ferocious rain dragon that can shred a human to bits. For this technique to be effective, the user must remain within range of the area of effect at all time. He may make a touch attack at a +12 bonus against any creature in the area of effect once per round. The creature, if it was hit by the attack, suffers 80 points of water damage and must make a Str save (DC 15) or suffer the effects of the rain dragon's poison, 25 points of temporary Int damage. It must make an additional save one minute later or suffer the poison's secondary damage, an additional 10 points of temporary Int damage. This technique can only be used on a rainy area.
